Consultant – Participatory Approaches & MERL Expert

The Leprosy Mission International (TLM) is seeking an experienced Consultant in Participatory Approaches and Monitoring, Evaluation, Reflection and Learning (MERL) to support the design and delivery of learning sessions for the TLM Global Programme Workshop (GPW) 2026.

About the Global Programme Workshop (GPW) 2026

GPW 2026 will focus on Participatory Programme Approaches, highlighting how programmes across the TLM Global Fellowship apply participatory methodologies throughout the project cycle — from design and implementation to monitoring, evaluation, reflection and learning.

During Days 1 and 2, Fellowship Members will present programme examples that demonstrate:

  • Effective participatory approaches.
  • Inclusive participation in MERL, with a strong GEDSI focus.
  • Use of technology to strengthen participation, data collection, analysis and learning.

Day 3 will deepen learning and practice through an interactive, facilitated session led by an external expert.

Purpose of the Consultancy

The consultant will design and facilitate:

  • 2‑hour online training session on participatory approaches (late April–early May 2026), focused on practical and applied examples.
  • 3‑hour interactive online session on Day 3 of GPW 2026 (18 June 2026, 06:00–09:00 GMT), grounded in real TLM programme cases.

The consultancy aims to:

  • Strengthen understanding of what participatory approaches look like in practice
  • Offer external, objective, and practical perspectives beyond internal interpretations
  • Provide constructive feedback on programme cases presented during the workshop
  • Share practical insights on using technology to enhance participation and participatory MERL systems.

Scope of Work

Preparation

  • Design and deliver a 2‑hour practical online training session ahead of the workshop
  • Review selected GPW programme presentations
  • Identify common themes, strengths and gaps in TLM’s current participatory practice
  • Develop a tailored agenda for the Day 3 session, including:
    • Practical frameworks and definitions of participation
    • Case‑based analysis and strengthening points
    • Global best‑practice examples
    • Technology‑enabled participatory approaches
  • Coordinate preparation with the GPW Committee (2–3 online meetings)

Delivery

  • Facilitate the 2‑hour online training session, focusing on:
    • Real programme examples rather than theory
    • Practical tools and methods that demonstrate meaningful community participation
    • Simple, actionable practices that participants can apply immediately
  • Facilitate the 3‑hour Day 3 workshop session, including:
    • A concise, practical definition of participatory approaches relevant to TLM
    • Constructive feedback on programme submissions, including GEDSI considerations
    • Interactive group exercises based on TLM programme cases
    • Practical guidance on integrating deeper participatory methods across the project cycle
    • Recommendations on using digital tools to strengthen participation and MERL
    • Open discussion, reflection and priority next steps

Post‑Session

  • Provide a short written summary (maximum 1 page) of key advice and recommendations

Key Deliverables

  • Participation in 2–3 coordination meetings with the GPW Committee
  • Draft session plans for both the training and Day 3 workshop
  • Facilitation of the 2‑hour online training session
  • Facilitation of the 3‑hour online GPW session
  • One‑page summary of high‑level recommendations

Expected Level of Effort

  • Preparation: up to 1.5 days
  • GPW Committee meetings: up to 3 hours
  • Training delivery: 2 hours
  • Workshop delivery: 3 hours

Total maximum input: approximately 2.5 days

Required Expertise

The consultant should demonstrate:

  • Strong experience in participatory methodologies applied in programme contexts
  • Solid knowledge of MERL systems, particularly participatory MERL
  • Experience integrating GEDSI and lived‑experience‑informed programming
  • Familiarity with digital tools that support participation and MERL
  • Proven experience designing and facilitating interactive online workshops
  • Background in international development, ideally within health, disability or social inclusion sectors

Timeline

  • Interviews: From Week commencing 20 April 2026
  • Consultancy delivery involves:
    • Prep own time
    • Online training session : 27 April – 6 May 2026
    • TLM presentations shared: by 2 June 2026
    • Final planning meeting: 8 June 2026
    • GPW Day of delivery: 18 June 2026 (06:00–09:00 GMT)
    • Short written summary own time
